Ex-DJA staff fined after pleading guilty on multiple corruption charges

Criminal Court has fined the former Head of Procurement and Logistics at the Department of Judicial Administration (DJA) by a total of MVR 379,645.06 over multiple charges of corruption.

The defendant in the case was identified as Hailam Mohamed, H. Samaahil, K. Male’.

The prosecution and Hailam entered into a plea agreement after he pled guilty to the charges against him. Subsequently, the court imposed a lighter sentence.

Hailam was charged with three counts of abusing his official capacity and one count of accepting a bribe.

One corruption charge pertains to the procurement of ACs to DJA when he was the Head of Procurement. In this regard, he had obtained quotations to procure ACs from three businesses belonging to Ali Nazim; someone who is closely linked to Hailam. Hailam awarded the bid to Nazim.

He also accepted MVR 5,000 as a bribe.

The prosecution was seeking to recover MVR 81,984.18 for the state in connection to the incident.

Criminal Court, in its judgment in the case issued last Thursday, ordered Hailam to pay MVR 81,984.18 as compensation to the state for losses incurred over procurement. He was also handed a fine of MVR 27,400 and 40 hours of mandatory community service.

Meanwhile, another fine of MVR 56,200 and 40 hours of mandatory community service was handed to Hailam for accepting a bribe.   

The second corruption charge pertains to contracting J4 Investment, a company he has familial links to, to collect waste at Justice Building, where DJA is based.

He was ordered to pay MVR 6,480 in compensation to the state for the losses incurred over the contract. He was also handed an MVR 27,400 fine and 40 hours of mandatory community service.

The third corruption charge also pertains to contracting J4 Investment for a task in violation of the stipulated regulations. He was ordered to pay MVR 152,780.88 to the state as compensation for the losses incurred over the contract. He was also handed an additional MVR 27,400 fine and 40 hours of mandatory community service.

Henceforth, he has been handed a total of MVR 379,645.06 in fines over the charges.
