Govt makes revisions on work-site registration procedure

The Ministry of Homeland Security and Technology has revised the procedure for expat work-site registration.

The ministry on Sunday announced that the documentations required by the employers to submit to the authority, seeking to recruit expat workers to their operations, have been amended.

The ministry added these changes are aligned with the authority’s ongoing efforts for a more streamlined procedure in work-site registration and expatriate recruitment by local employers.

The revisions made to the procedure of foreign recruitment ensures faster documentation and application process for employers, along with the added advantage of seamless data verification by the ministry.

These revisions include:

  • Project Agreement Form (Construction) for work-site registration of expatriate employees
  • Project Agreement Form for other works
  • Declaration to register leased properties as work-site on expat system
  • Declaration to register land, building, or vessel as work-site on expat system
  • Declaration to register vehicle taken on installment as work-site on expat system

Changes have been brought to the work-site declaration form, a prerequisite when registering expatriates to work-sites, as well. The form includes a ‘help page’ aimed at assisting applicants in completing these forms.

Despite the requirement for the application form submission, the ministry holds discretion to demand for the original copies of employer-employee agreements if and when required.

The forms should be submitted either by notarizing them via an entity registered as a legal notary of after registering the documents with the Civil Court or at a magistrate court. If the documents have been notarized, it should be supported with the notarization certificate.

The revised forms will be effective from October onward, the ministry added.

Besides the work-site registration procedure’s amendment, recruitment procedures have been revised as well including an amendment to the application form to appoint a representative for the workers. These forms will be effective from September 16th onward.

Failure to adhere to these changes will result in a void application, the ministry added.
