Munawar served as finance minister during the former PPM administration. He was appointed to the cabinet in 2016, after the previous finance minister Abdulla Jihad was appointed as vice president.

Meanwhile, Naseer was appointed as the governor of Maldives Monetary Authority (MMA) in 2017. He resigned in July 2019, in the wake of a parliamentary inquiry into allegations he influenced the Financial Intelligence Unit.
