A project of MVR four million has been included in the MVR 27.457 billion budget for 2016 to build a facility to implement the death sentence.
And so the Government has decided to build the facility in K. Maafushi.
While the Government has allocated funding in the 2016 budget to build a facility to implement the death sentence, the law of implementing the death sentence that was introduced last year says that before implementing the death sentence, the convicted and the victim’s family must be mediated. And that it would be done under a party assigned by the Islamic Ministry.
Speaking at the press conference on the day the law was published on the Gazette, Home Minister Umar Naseer said that from the cases of death sentences that has not been appealed would be appealed by the state and that they are in discussions with the Attorney General’s office on the matter.
Home Minister Umar said that although a number of murder cases area in the court phase, the Government would not influence them and that the Judicial System of the Maldives is an independent one.
Although the facility to implement the death sentence is included in the budget for next year, death sentences are being passed down in courts now as well.
And so Ahmed Murrath and Fathimath Hanaa were convicted in the murder of the lawyer and novelist, Ahmed Najeeb based on their own confession. And in the murder of K. Kaashidhoo Police officer Adam Haleem on his way to duty, Mohamed Samaah was convicted of the murder based on his own confession.
All three of them were sentenced to death after their families and next of kin testified in court that they do not want any other compensation.
The Juvenile Court has also sentenced two minors to death last year after being found guilty in the murder of Abdul Muheeth in the midnight hours of 18 February 2012. Although they pleaded not guilty, the Court found them guilty from witness testimonials.
H. Lobby, Hussain Humaam was convicted in the murder of the former MP for Ungoofaaru constituency and religious scholar, Dr. Afrashim Ali from his own confession and witness testimonies. The Criminal Court recently sentenced Humaam to death as per the wishes of Dr. Afrashim’s relatives.
