The Penal Code Bill, which took the committee seven years to review, has been rejected by the parliament.
The bill was voted in favour by 34 MPs and against by 36 MPs in parliament today.
The bill has been returned to the committee, after 61 MPs voted in favour of returning the bill to the committee. Three MPs voted against returning the bill to the committee, while two MPs abstained.
The bill was voted against by pro-government MPs.
