Planning Ministry amends and publishes updated land use plan for Giravaru lagoon

The Planning Ministry has announced amendments to the land use plan for K. Giravaru lagoon, officially updating the version that was gazetted on October 15, 2024.

The revised plan, published on Monday, outlines designated zones in colour-coded categories, including areas allocated for commercial use, community facilities, schools, hospitals, utilities, parks, and industrial activities.

The government had previously stated that a new land use plan was necessary because the earlier allocation of land in Giravaru did not include adequate space for essential services.

The amended plan has now been finalized and made public.

President Dr. Mohamed Muizzu said on November 25, 2025, that dredging of the Giravaru lagoon and the third phase of Hulhumale' is expected to begin within the next three months. He noted that the same two dredgers used for Hulhumale' Phase III will be deployed for the Giravaru project.

Under the previous administration’s Binnveriya scheme, 2,000 plots were initially prepared. The current government later decided to allocate the remaining land to Gulhifalhu and opened applications on April 7, 2024.

A total of 2,210 people applied for land transfer to Gulhifalhu, and a lottery was conducted in June to determine recipients.
