PayPal set to launch in Maldives: Gov't confirms long-awaited digital breakthrough

The Ministry of Economic Development has confirmed that PayPal will be launched in the Maldives, marking a major milestone in the country’s digital transformation and fulfilling a key presidential pledge to modernize online payment systems.

In a statement issued Tuesday, the ministry announced that Ooredoo Fintech has partnered with PayPal to bring the service to Maldivian users. The initiative is part of the government’s broader strategy to strengthen the digital and creative economy, with a focus on empowering freelancers, content creators, and small businesses to participate in global commerce.

“This will enable Maldivian businesses, freelancers and content creators to participate in the global digital economy,” the ministry stated.

Economic Minister Mohamed Saeed emphasized that the launch reflects the administration’s commitment to expanding financial access and creating a digitally inclusive economy. He described the move as a “major step forward” in building a financial environment that supports innovative digital solutions.

The announcement follows years of public demand and institutional effort. The Maldives Monetary Authority (MMA) previously stated that PayPal had declined to expand services to the Maldives due to feasibility constraints. However, the government has since worked closely with PayPal and other stakeholders to overcome technical and financial hurdles.

Ooredoo Maldives confirmed via social media that the partnership is in its final stages, and PayPal is expected to be available in the Maldives next year. The company said the service will benefit both individuals and businesses, and aligns with its mission to build a robust digital economy.

The ministry noted that the new service will also enhance existing digital wallet infrastructure, making financial transactions more secure, seamless, and globally connected.

Despite past criticism over delays, Minister Saeed reiterated that introducing modern payment systems has remained a top priority.
