Kulhudhuffushi South MP Mohamed Nasheed has said that it was possible to submit the motion on establishment of secreting voting for the removal of the President and Ministers from office for a second time, due to a procedure employed by the Parliament Speaker Abdulla Shahid.

Speaking on DhiTV last night, Nasheed said that the motion was submitted for a second time because, the Speaker of Parliament settled certain matters by holding discussions with political leaders to make administrative matters easier, while the procedures were clearly stated in the Parliament regulations.

“We have to face these funny results because the Speaker of the Majlis opts to settle matters by holding discussions with the political leaders, to make administrative matters easier, while the procedure for these matters are clearly stated in the Majlis regulations,” said Nasheed.

He said that if any part of the Parliament regulation needs to be changed, a resolution must first be submitted and that if the Parliament chooses to vote against the resolution, the normal procedure for submitting legislative bills to the Parliament must be followed.

“If a Parliament regulation is to be amended it has to be submitted by a Member or the Parliament Speaker. This has to be done through a resolution. The resolution has to be submitted to the Majlis. If the Majlis deems the resolution fit to be accepted, it will then be forwarded to the relevant Committee. When it comes back from the Committee, it should be asked for a vote. If the Majlis votes against the resolution, it will be treated like a bill of legislation. If a bill is voted out once, it cannot be submitted again during same term,” said Nasheed.
