Civil Servants are not obliged to defend their Superiors, says CSC

Civil Service Commission has said that no civil servant is obliged to defend their Superiors nor are they expected to behave in such a manner. CSC stated this in regard to the News Conference given by five staff members of Department of Penitentiary and Rehabilitation Services (DPRS), where they had talked about their department and defended their Superiors.

According to the Press release, released today by CSC, the sub-section (a) of Section 10 of the Civil Service Regulation, clearly states that no Civil Servant has the right to go against the Code of Conduct, or if anyone has the knowledge of someone planning to do so, at such a circumstance, it is his/her obligation to report it to that particular office’s Permanent Secretary and to look into the matter further.

The press release also stated that if any civil servant is prejudiced or discriminated by the Commission, Office, or by the Permanent Secretary, that civil servant has the right to report it.

Also, whilst the CSC Regulation says that if the management or the superior, initiates any work other than that of the office, especially during the working hours or initiates any work regarding political beneficiaries towards any person, using the superior’s ranking, the DPRSS staff in concern, have acted against the Code of Conduct thereby CSC, remind them to follow the regulation of CSC.

In the News Conference held in Traders Hotel, calling themselves as Independent, Assistant Superintendent Mohamed Asif told journalists that the Petition sent to ACC, against Naeem was not done by the Staff of DPRS even though it claimed to be so. Since it has no names and signatures it clearly indicates that it has not been sent by the staff of DPRS.
